David Johnson, CFA
Seminole County Property Appraiser
David Johnson is a lifelong resident of Seminole County. He earned his degree in Business Administration from Stetson University and is a Certified Florida Appraiser. He began his career at the Property Appraiser’s office in 1986. He was elected Property Appraiser in 2004 and is currently serving his 6th term. David has led his statewide Property Appraisers Association as both president and legislative chair. He is a Paul Harris fellow with the Rotary foundation and serves on numerous civic and community organization boards.
David has a history of leveraging technology to provide top level customer service and improve efficiencies throughout the office. Under his leadership, Seminole County was the second jurisdiction internationally to earn the prestigious Certificate of Excellence in Assessment Administration by the International Association of Assessing Officers. He most recently received the prestigious Toni Jennings Award from the Orlando Regional Realtors Association which recognizes commitment and integrity in public service.
Originally from New Jersey, J.R. Kroll has been a Seminole County resident since 1983. He attended Rock Lake Middle School, Lake Brantley High School, and University of Central Florida where he studied Political Science. In 2020, he was elected as Seminole County's 6th Tax Collector. J.R. Kroll's professional background prior to becoming Tax Collector was in Insurance management and as a Real Estate Broker for 20 years.
J.R. Kroll has accomplished many goals since being elected. In 2021, he eliminated over $300,000 a year of unnecessary leases, with the combination of multiple offices into the Altamonte Springs branch office. JR Kroll brought self service kiosks to select Publix locations at no cost to tax payers along with streamlining the office and adding necessary departments such as Human Resources and Quality Control.
Under JR Kroll’s leadership, the average DMV wait time was reduced from 2hrs to 15 minutes while still granting approximately $4 million in unused revenue to Seminole County every year.
